As of May 2011, DILG7 was able to conduct coaching workshops for the Streamlining of Business Permit and Licensing System (BPLS) on 27 including the seven target LGUs for CY 2010.

On May 30-31, nine LGUs of Bohol Province underwent the validation on Business Permit and Licensing System Reforms at the Bohol Tropics Resort Club, Tagbilaran City with the participants composed of the MLGOOs, Municipal Treasurers and Business Permit and Licensing Officers who went through a simulation exercise of securing a business permit using the unified form and following the five steps with reduced number of signatories. These LGUs are namely, the municipalities of Bilar, Batuan, Carmen, Dagohoy, Danao, Pilar, Sagbayan, Sierra Bullones and Trinidad.

Cebu Province rolled out the BPLS Streamlining Project in three batches last April 5, 26 and 28 covering 14 LGUs, seven of which are non-target: Bogo City, Danao City, Talisay City, Naga City, Carcar City, Catmon, Tabogon, Consolacion, Cordova, Liloan, Minglanilla, Barili, Moalboal and San Fernando. The Filipino-Chinese Chamber of Commerce in Cebu City offered its venue for the conduct of the coaching workshops for the three batches.

Meanwhile, Bayawan City, Bais City, Guihulngan City, Negros Oriental and Siquijor, Siquijor had their coaching workshop on May 19, 2011.
